We can’t download

We internet users are facing a huge disadvantage due to the monopoly power of Datastream. As you may well know, a few months ago Datastream instructed all Internet Service Providors’s to impose limits on our downloads. There were few ISP’s which did not do this as they cared for their users.
So far so good, but a couple of days ago, DS decided to prioritise the users into light, medium and heavy, the latter having the less priority. Us downloaders, who actually make use of the money we are paying, ended up unable to browse and even download! This priortising was done without notice and we do not even know what are the limits of data downloaded to fall in the categories of light, medium or heavy!
Is this good customer service? Is this abuse of monopoly power? Will we ever have good service in Malta?
