The deployment of a principal at the Gozo Ministry has infuriated Gozitan civil servants appointed principals much before him, who despite years of service in Malta were bypassed by the decision implemented last week.
The appointment caused a stir even beyond the civil service as Gozitans are asking for the reasons behind the apparent preferential treatment.
MaltaToday is informed that the Gozitan principal was posted at the Gozo ministry despite the waiting list of principals who would have precedence in being posted at Giovanna Debono’s ministry.
The principal was chosen on what is known as ‘an external appointment’, meaning that for the promotion he was qualified with a university degree, an alternative to having served for five years as executive officer.
Civil service sources said it was standard practice for Gozitan principals to be posted in Malta unless they were appointed “internally”. They would then be added to the waiting list of principals awaiting redeployment to the Gozo ministry – a much more coveted place of work for the Gozitan staff.
But since he received his appointment in Castille last week, this new principal has been reporting to work in Gozo, fuelling disgruntlement among his civil service colleagues having to report to Malta daily.
Senior civil servants at Debono’s Gozo Ministry said the decision rested with the Management and Personnel Office at Castille.
Attempts to get the office’s explanations proved futile. Questions sent by e-mail remained unanswered.
