A tender for the supply and installation of false ceilings for the primary schools of Mqabba and Msida was issued with not enough details to be able to submit the bid.
The tender specifications which were included were too low in standard. These standards were amended when queried.
Drawings were issued twice with the final amendment being issued only one working day before closure. An extension was requested due to the late availability of necessary drawings to draw up the bid and this was refused.
An extension was granted for two days, 45 minutes before the closing time for submittal through a phone call as FTS discovered that they had not included a form (Form X) which only entails the inclusion of the name, address, VAT number and delivery commitment of bidder.
Can this be called serious behaviour by an organisation which was set up specifically to enhance efficiency? Or rather should we reflect on the fact that he who knows what must be done, need not be informed, but he who does not know what must be done has to be informed (later)?
Similar incidents are happening too often!
