Slack security

I travel in and out of Malta very frequently because of the nature of my business.
Last March I boarded an Air Malta flight to London for a connection to Northern America. At Heathrow airport I passed through a security check in the transit area where security found a well-sized pointed scissors which I had mistakenly left inside my hand luggage. Of course it was confiscated.
My obvious question is: why did the scissors not get discovered at the security check in Malta? Furthermore, why is the airport security check in Malta very slack when compared to the rest of the airports in the world?
I say this with good authority because I pass through airport security checks around 40 times a year. I ask why are belts not asked to be removed, or shoes checked? How does a pointed scissors not get noticed on the X-ray screen in Malta but instantly noticed in Heathrow?
I would not mind being stalled at security for an extra 5 minutes, like I do at most other airports, simply for the airport officials to do their job properly. When I board a flight from Malta I want to know that everything has been screened properly. Obviously currently it is not!
