MEPA’s future policies

In his interview with MEPA Chairman Andrew Calleja, Saviour Balzan suggested that people think a change of use from tourist to residential in the Ramla l-Hamra project is a future possibility. Andrew Calleja's reply to this, as quoted in the interview was, “Not with these policies, the policies are very clear about this.”
I would like to know what the outcome will be if, as has happened to many of the large tourist projects in Gozo, this project becomes unsustainable. Will it have to be left to rot because “the policies are very clear about this"? Have other policies been set up to allow for this possibility?
