Private postal service for local councils?

On 5 August at about 2:30pm, my doorbell rang. I knew it couldn’t be the postman, because he had already delivered me some letters. However I opened up and I found a man I never saw before with a heavy bag hanging from his shoulder, and a bunch of folded paper in his hands. He handed me one of these and told me to sign for it. I asked him what it is and also who he was. He said that it is a traffic citation. I read it and it was true. It is a citation which my daughter had some weeks ago and which she was going to contest.
I asked the man who he was: he wasn’t a policeman. He said he was from a ‘private postal’ service.
That was truly new to me, is it new to the government? Does the government know about this private postal service? It’s one of the many discretions bestowed upon these councils and perhaps, given to the wardens’ companies to handle. Why not? After the cake, one needs the cherry too.
