Nightclub closing times

The problem with the system in Malta is that really young people are allowed to stay out until the early hours.
As a 26-year-old, I remember going out at around 9:30pm in the past but now none of the people my age go out before 11pm or even 12am, because nobody my age likes being in a bar frequented by 16/17-year-olds.
I think if we were to strictly enforce the rule of no-entry to clubs of people under 18, there may be a slim chance of people beginning their night (and therefore ending it) earlier.
I’ve lived in Prague and Seville and young people are simply not allowed to go into clubs. In Prague, nobody under 18 is out at night and in Seville they congregate in plazas or by the river, rather than at the usual night-spots. Another issue with this blanket closing time of 4am is that, with nowhere to go to sober up or chill out, drunk punters will have to drive home in their state... is it just me or have their been more accidents on the streets since the closing times were enforced?
