Who pays for Church schools

When I read that the Church is going to invest €20 millions in enlarging and building new schools, I doubted if I had read correctly, a couple of weeks ago, when the same Church said that it had posted a loss of €1 million, mostly on teachers’ wages.
I admit that I am not a business man, and I do not know how businesses are run, but I am not going to invest in something which gave me a bad result, but it is true that business men sometimes take risks, but in this case I believe that the Church does not do this teaching on a business level, but in my opinion, it should at least break even, not make a loss, because losses have to be paid by somebody.
Who is this somebody?
