The AFM is the responsibility of OPM not of the PN. It is expected - and perhaps a PQ is made in this regard - to see if OPM intends to bill the PN for the trip, at commercial rates, of course, which takes into account fuel, salaries for air and ground crews, wear & tear, and some profit for AFM itself. And another PQ some weeks later to see if the bill has been paid.
