Malta's education system has pushed students on the fringes of society into exclusion, education minister Evarist Bartolo said. A census of some 7,000 unemployed youths, who are also not in training, revealed that around half felt they would never find work.

A source within Malta's security service told this newspaper that anyone with terrorist intentions would not have left it to the last minute to enter Malta ahead of the CHOGM.

Malta is prepared to host its second international event in as many weeks, sources close to the organizers have said. The British military is assisting Maltese forces for the CHOGM, as it had done during the Valletta summit.
