Golf course extension proposed in revision of local plans
Revisions to local plans proposed by The Malta Environment and Planning Authority (MEPA) are proposing an extension of the Marsa golf course on agricultural land at Ghammieri, which presently forms part of the government’s experimental park.
According to MEPA, the present designations of this area as an agricultural zone has to be removed, as this would prejudice the expansion of the golf course.
Part of the area covered by the golf expansion is still earmarked as an area of ecological and scientific importance, and this must be taken into account by any future development.
One of the concerns raised by the Malta Tourism Authority in its submissions to MEPA was that a main road splits the present golf course site from the site of its new extension, something which would pose design problems.
The MTA suggested relocating some of the sports facilities to the Ghammieri site, allowing the golf course to expand on land vacated by these facilities.
But MEPA replied that extending the golf course to Ghammieri is the least disruptive option.
The new plans
The revised plans also envisage international facilities for horse racing and equestrian sports like polo, show jumping and dressage, a golf academy, sports facilities for football, handball, softball, tennis, rugby and cricket, an indoor archery complex, an indoor pool and cycling and jogging tracks.
Buildings associated with sports facilities and accommodation cannot occupy more than 60,000 square metres (8% of the site). The bulk of this is expected to be allocated for the grand stand of the revamped racing track and a high quality hotel.
The proposed plan also envisages 20,000 square metres of showrooms, 60,000 square metres offices and 62,000 square metres of residential development in an area covered by trees and shrubs between December 13 road (which will be realigned) and the sports facilities.
To ensure that the development of the area is integrated with Marsa, the plan envisages the development of pedestrian bridges crossing 13 December road.
The plan also proposes closing the existing Ta’ Ceppuna road to traffic. The road splits the race course area from the golf course. According to MEPA, the road is sometimes used by drivers as a short cut. Instead, this road could form part of a long distance footpath extending to Wied il-Kbir.
