First management collective agreement signed at BCA

Construction sector reform minister Jonathan Attard led the signing of the first collective agreement for managerial grades at the Building and Construction Authority (BCA), which is responsible for regulating construction in Malta.

“This agreement consolidates a commitment towards a more efficient public service, based on transparency, accountability and mutual respect,” said Attard.

The agreement targets managerial staff to improve working conditions and professional standards within the authority.

The agreement will do so by giving senior heads, heads, and senior managers better salaries, improved work-life conditions, and clearer paths to promotions. 

"This collective agreement is a historic step that strengthens the foundations of a more efficient, transparent and citizen-focused Authority," added Attard.

By improving working conditions within the industry, the government aims to ensure those running construction sites are qualified and held to a high standard of accountability. 

Eventually, Attard intends to implement a ‘skills card’ for every worker on construction sites, which will serve as proof that workers have been adequately trained for the job, a sentiment repeated by BCA Chief Executive Office Bonnici.

Among those present for the signing were also the Permanent Secretary within the Ministry, Johan Galea, representatives from the General Workers’ Union such as General Secretary Josef Bugeja, as well as BCA workers.
