PA considers further action over illegal Armier villa
The Planning Authority says that the contravener failed to comply with orders to stop works and proceeded without authorisation
The Planning Authority is weighing further action after issuing an enforcement notice against Franklin Mangion, the man behind the illegal Armier villa, and the Lands Authority as landowner.
The PA said the contravener had been ordered to stop works and remove the illegal development, but failed to comply and proceeded without authorisation. The enforcement notice requires the site to be reinstated within 16 days.
However, recent comments by the Malta Ranger Unit show that several reports had already been filed with the PA, yet no effective action was taken against the illegality. The PA also confirmed that daily fines had begun accumulating in January.
The Mellieħa local council also condemned the PA’s failure to enforce its own notice and intervene urgently over the ongoing illegal works at Armier, saying the notice had not been followed by any effective enforcement.
Mangion is a minority shareholder in Solitaire Property Ltd, a property development company currently in dissolution.
The 48-year-old is also the sole shareholder and director of Admin Services Ltd, a company based in Mellieħa that provides condominium administration services.
