Hoteliers' lobby group wants review of cannabis legislation

The Malta Hotels and Restaurants Association (MHRA) is calling for a review of national cannabis legislation “to ensure it doesn’t send the wrong message that Malta is permissive towards drug use.”

In a statement on Saturday, the hotel lobby voiced its support for a shift toward stricter enforcement against anti-social behavior but stressed that such measures must be backed by comprehensive legislative reform. 

The association welcomed the introduction of stronger on-the-spot fines as a positive step, while noting that the current regulatory framework requires an overhaul to be truly effective.

A legal notice published on Friday introduces the possibility that on-the-spot fines totalling €200 or more against non-residents could mean that offenders are removed from the country before the end of their holiday.

The MHRA is now calling for laws that are clear, practical, and enforceable, granting the Malta Police Force and the Malta Tourism Authority (MTA) well-defined powers. 

The MHRA argues that addressing fragmented or ambiguous laws will allow authorities to act more effectively within their remits.

The association stressed the need for stricter regulation regarding late-night alcohol sales, adding outlets should not function as “unrestricted suppliers of cheap alcohol” during the night. 

The MHRA is also calling for noise legislation that establishes objective and enforceable standards. This includes the implementation of measurable decibel limits to provide certainty for residents, visitors, and businesses. 

According to the MHRA, Malta’s cannabis legislation should be reviewed in order to ensure it doesn’t send “the wrong message that Malta is permissive towards drug use.”

MHRA President Tony Zahra stated that while Malta should remain a destination for enjoyment, such activity must be balanced with respect for the community. 

The association insisted that effective destination management is a shared responsibility.
