€6,000-a-month consultant to set up department that already exists
Resources ministry insists consultant Arthur Apap, employed for four months on €6,000 monthly wage, is setting up 'new' department.
While government has justified the award of a four-month, €24,000 contract to architect Arthur Apap, saying he will be responsible of setting up the Building Regulations Unit, Sunday newspaper Illum publishes documents which reveal the unit has already been existing since at least last year.
Illum published documents which showed the Building Regulation Office had issued official enforcement letters in October 2011 to families to regulate themselves and provide energy performance certificates.
These letters are now being issued by Apap. Apap, 62 was chosen on a 'person-of-trust' basis to be a consultant to resources minster George Pullicino.
