The partial revision of the Ta’ Passi zone in Ghajnsielem into a recreational space was announced by Minister for Gozo Clint Camilleri on Friday.

Camilleri stated that the partial revision follows 18 years of delays stemming from legal difficulties and complications surrounding the local plan. He described the revision as a balance between communal requirements and environmental protection.

The issues were resolved following public consultation and the site will now be opened for public use. The site also hosts the Bethlehem nativity scene.

To protect the sensitive valley surroundings, the revision focused on limiting site excavation, using traditional materials, and controlling light pollution.

The decision was accompanied with a number of safeguards. At least 65% of the site needs to remain open space, with defined controls on the footprint, height, materials, and location.

Permitted structures are limited to small-scale ancillary facilities that directly support the recreational function of the site, and that commercial activity, when permitted, is minimal, ancillary, and tied directly to the purposes of the site.

“Today shows that planning can be reactive without being permissive, and protective without being detached from the community,” said Director for the Planning Authority Silvio Schembri.
