ADPD approves manifesto, confirms it will field candidates in all districts

ADPD has approved its electoral manifesto and confirmed its candidates for the 2026 general election.

The manifesto, titled “Ilkoll,” was endorsed during an extraordinary general meeting of the party. Deputy Chairperson Carmel Cacopardo said the document is a long-term political vision rather than a collection of electoral pledges.

Cacopardo criticised what he described as the dominant narrative of tax cuts during the election campaign, arguing that taxation remains an essential tool for social justice. He contrasted ADPD’s position with proposals for broad tax reductions and one-off bonuses, saying the party instead favours addressing the gap between the minimum wage and a living wage.

Environmental and planning issues feature prominently in the manifesto, as Cacopardo accused the Planning Authority of becoming a “permit factory” rather than an authority and called for updated local plans, many of which are now two decades old. He also proposed a moratorium on large-scale developments and high-rise buildings until their cumulative impact is properly assessed.

The manifesto also includes proposals for a bus rapid transit system, stronger attention to mental health, and a renewed emphasis on Malta’s constitutional neutrality.

ADPD Chairperson Sandra Gauci said ADPD is offering a model of governance based on transparency, accountability and strong institutions that treat citizens equally. She described the party as progressive and committed to policies that balance social and environmental justice.

Gauci also said ADPD would continue to campaign for what she described as courageous political decisions in favour of younger generations and quality of life, while resisting pressure from entrenched interests. She also confirmed that the party will field candidates in every electoral district.
