'Manifestos' have a long history of radically shaking up global political establishments and influencing international political models... for better or for worse.

The Today Public Policy Institute's recent publication entitled 'A Strategy For Addressing the Nation's Priorities' certainly fits the wider definition of the word 'manifesto'.

Scicluna, the institute's director-general and also the document's lead author, does not disguise his hope that the document will indeed be taken as a blueprint for reform along the lines of other historical documents of the same ilk.
