Transfers of workers from one department to another were carried out at WasteServ despite the Environment Minister's clear instructions that no changes be carried out until an independent strategic review is completed.

In a short statement, the ministry said Leo Brincat had given "clear and written instructions" to WasteServ's CEO Saviour Abela that no transfers should be carried out.

Days after his appointment, the minister had commissioned an independent strategic review on the company's operations.

"Still, individuals within WasteServ were moved from one department to another without even informing the competent authroities," the ministry said.

It added that every single person was responsible for their actions and instructions given must be observed.

While the company had assured the minister that all internal transfers would be halted, these orders were not followed.

WasteServ workers include several individuals who have been subcontracted or brought in from other government departments. Their movement now could jeopardise the whole strategic review.
