Whistleblower Act, sex offenders’ registry presented in Parliament

Deputy Prime Minister Tonio Borg, speaking on behalf ofJustice and Home Affairs Minister Carm Mifsud Bonnici presented the first reading of two key laws: the Whistleblowers’ Act and the Sex Offenders’ Registry.

Both motions were approved unanimously by the House of Representatives.

However, the debate on the motions would only be held following the summer recess as parliament was expected to adjourn for the summer recess after tonight’s sitting.

The first bill that will presented tonight will be called “Act of 2010 about the Protection of those who divulge Information that is Protected.” This, together with the Freedom of Information Act, had been promised by PN before the 2008 election. In fact, promise number 261 of the PN’s electoral manifesto about this matter pledged “the enactment of a law for the Protection of Whistleblowers so that transparency and accountability in public life are increased”

The Goverment also tabled the First Reading of a bill setting up a sex offenders’ registry. Promise number 268 of the PN’s electoral manifesto had promised “the establishment of a single register of names of persons who had been found guilty of serious sexual act, especially those committed against children.

The PN had also pledged that this sex offenders’ registry would also be accessible to “law enforcement forces and official institutions which have an interest in having this information”.
