Civil Rights Minister Helena Dalli presented two legislative proposals to broaden the reach of the National Commission for the Promotion of Equality (NCPE) and increase its autonomy.

Addressing a seminar regarding human rights at the Aula Magna in Valletta, Dalli explained that the NCPE is already an independent entity, but thanks to the changes proposed, the NCPE will have more autonomy from the government.

One major change would be that the chairman of the commission is not directly appointed by the government, but through a vote in Parliament. Another is that the NCPE will have to report directly to parliament.

Dalli said that the current human rights framework is functioning but it still has many structural limitations.

The new laws will also allow the NCPE to have a wider remit. She explained that it will also serve as a point of reference for those who wish to complain about cases where they think their rights were breached.

The public are encouraged to give feedback on the proposals, which will be ratified after a vote in Parliament.

Policy Director for Human Rights, Silvan Agius explained that the NCPE will be eventually replaced by a Commission for Equality and Human Rights. "It will also serve as an Ombudsman for human rights", he explained.
