A record 13,800 residence permits were issued last year, according to Identity Malta figures, with some 3,500 going to Libyan nationals. The National Security Committee is due to meet to discuss the way residence permits are issued, in the wake of the discovery of a scam that saw hundreds obtain permits illegally.
