Prime minister Joseph Muscat has urged those who witness wrongdoing to come forward and report public officials in the wake of the alleged misuse of public funds by the husband of former PN minister Giovanna Debono.

A 2014 report on the management of the smart card scheme reveals how a deputy of former minister Dolores Cristina ran the scheme 'like a fiefdom', independently taking decisions that were meant to be put before the board and contributing to the degradation of the scheme between 1999 to 2010.

Former PN leadership hopeful Ray Bugeja's name appeared on the Swiss leaks list, associated with hedge funds managed by the company Kairos, of which Bugeja was CFO. The $629 million were not in Bugeja's name directly and he claims he has never held a Swiss bank account of his own.
