Enemalta's billing company ARMS Ltd has 'contributed' to Enemalta's debt by €180 million, Sunday newspaper Illum reveals.

The figure places ARMS Ltd as responsible for almost a quarter of the €800 million in debts which have crippled the state entity.

In comments to Illum, Enemalta chairman Charles Mangion declared he inherited a corporation "which is practically bankrupt".

Enemalta's problems did not stop at its debt but lacks a substantial investment to its distribution system. According to Mangion, Malta suffers the highest rate of power cuts across Europe.
