Better communication can help magistrates understand the drug user's background and give out more appropriate sentences, which does not always mean jail time.

Aged 29, 31 and 61, the accused said they were unaware of the law prohibiting begging. They pleaded guilty to the charges and were conditionally discharged for a year.
