Opposition to propose amendment to eradicate discrimination based on disability

Private Member's Bill to be presented by the Opposition

During a press conference following a visit to the Arka Foundation in Ghajnsielem, PN leader Simon Busuttil said that the Bill would provide concrete proposals to eradicate discrimination against people with a disability.

He was accompanied by MP Stephen Spiteri and MEP candidate Therese Comodini Cachia. 

The constitutional amendment to be put forward offers protection against discrimination based on disability within the law. It aims to reduce the barriers to social integration and personal development, increase the representation of persons with a disability within a political concept and ensure equal opportunities, among others.

According to the 2011 census, 30,183 persons in Malta – 7.2% of the population -  have some form of disability.

The amendment will affect articles 32 and 45 of the Constitution and will give persons with a disability access to all the rights prescribed within the Constitution, as opposed to just the social assistance, education and vocational training specified within it currently.

Busuttil said that the amendment would address inclusion in every area of people’s lives and reduce the obstacles that prevent complete integration within society.

The protection of persons with a disability strengthens Malta’s commitment to providing equal opportunities,” said Spiteri. “It also more effectively ratifies the UN Convention on the Rights of Persons with Disabilities.”

Comodini Cachia explained that this amendment would mean that protection against discrimination would be enforceable by law and empowers victims to seek remediation. It also allows the Constitution to reflect more closely the European Convention of Human Rights.
