Odometer certificate of authenticity required for vehicles brought into Malta from EU countries

Transport Malta is introducing a new requirement for used vehicles brought into Malta from EU countries, whereby an odometer certificate of Authenticity will need to be presented at registration stage.

All used vehicles of the type M1 (motor vehicles used for the carriage of passengers and comprising no more than eight seats in addition to the driver’s seat) purchased from another Member State and brought into Malta on or after the 1st April, 2011 must submit to the authority upon registration, a certificate of authenticity issued by a body approved by the authority showing the vehicle’s authentic odometer reading.

Used vehicles brought into Malta before the 1 April 2011, but registered after that date, will not need any such documentation.

The introduction of the Odometer Certificate will ensure that the odometer reading in terms of miles or km is accurate. Additionally, it will reduce the risks of the tampering of odometers to the detriment of customers and will effectively ensure that the registration value and registration tax are calculated on the correct mileage.  

To this end, Transport Malta has approved Japan Export Vehicle Inspection Center Co. Ltd. (JEVIC) to start carrying out odometer verifications for vehicles coming to Malta from the UK, Wales, Scotland and Ireland, based on a pre-agreed methodology involving the verification of the mileage with third parties.

Should a vehicle be brought over to Malta from a Member State not mentioned above, Transport Malta reserves the right to request further evidence of previous odometer readings to confirm the authenticity of the current odometer reading such as the last MOT/VRT test documentation, service history records of the vehicles, or any other relevant details.

For used vehicles brought into Malta from the UK, Wales, Scotland and Ireland, an odometer certificate may be obtained by sending an email to [email protected]. The applicant will be asked to declare the current vehicle mileage and provide a copy of the Registration Certificate (V5 document). A fee of STG 28.50 will be charged which may be paid online. 

JEVIC will verify the documentation and if the odometer reading is proven to be authentic it will issue and dispatch the odometer certificate of authenticity to the applicant within one day. A copy of the Odometer Certificate will be sent to Transport Malta instantaneously.  The verification does not involve a physical inspection; therefore the approved body will not be required to inspect the vehicle.

The certificate will be valid for six months. Importers, dealers and individuals are kindly urged to contact JEVIC, (other certification bodies may be approved in the future), directly before committing to buy a vehicle, in order to obtain the necessary certificates in accordance with this notice and with the Regulations.

If a vehicle is found to have travelled more than 5,000 miles per month from the last recorded mileage, a Non-Conformity Report (NCR), will be issued for further verification. Should the verification indicate that the odometer reading is not authentic, the approved body will issue a failed certificate, and hence this vehicle will not be able to be registered in Malta.
