Responsibility to produce a receipt 'lies with service provider'

Finance Minister Tonio Fenech highlighted the risks taken by people who do not pay National Insurance contributions. 

At a business breakfast on Tuesday the minister used the incident of his housekeeper as an example. The woman who helped with Fenech’s housekeeping did not declare her income, thus not paying NI contributions. Therefore when she suffered an injury in her back she was not eligible for any sickness benefits.

Fenech was unaware that she was not declaring her income until the time of the accident but when asked why he did not demand a fiscal receipt he said he did not wish to delve into personal matters but responsibility to produce a receipt lay with the provider of the service involved.
